Also, under this revamped party play, having a leecher in your party would actively hamper you by taking away their exp bonus, so that it would encourage actual party play rather than filling a celebration with mules and solo grinding (which is exactly what too many people did when we used to have party play).

The exp of mobs are fine in my opinion, particularly for under level 160. The thing that should be considered is map design. Those maps are filled with slopes that make it difficult to strike on attacks against mobs. Yet the mobs are below level 30, and thus first task folks train there.
